I think this article outlines some important points but doesn't offer any viable solutions to the problems we all know about. I'd like to discuss what we think the best way to go about it might be considering:
There is no money behind the ADA, so any requirement for testing service dog's training etc. would have to come out of the pockets of the disabled community
Standardized certification would be abused badly if there wasn't some sort of training test with qualified and government overseen evaluators
It's still an invasion of privacy to ask details about a person's disability, and people will continue to take advantage of that
Eliminating owner-self training would eliminate service dogs as an option for a lot of people and would still allow fake programs to take advantage of people
This is a huge, multidimensional issue that needs a layered solution
